Warren–Blackwood Budget Estimates · 19 May 2026

Zero refuges.
Still.

There is not a single family and domestic violence refuge anywhere in Warren–Blackwood — from Denmark to Margaret River. Bevan has been raising this in Parliament since November 2025. This week, the government's response to his Budget Estimates question was that women here should simply drive to the nearest one.

"I understand that the member is complaining that women in his electorate have to drive one hour to access a service. In a state such as Western Australia, we have long driving times because we are so big."

"When I next stand in the chamber on this issue, I want to be able to say: since the Budget Estimates hearing on 19 May, I have received submissions from across Warren–Blackwood. Here are three of them. That is what your submission makes possible."

What happened at Estimates this week

On Tuesday 19 May, Bevan questioned the minister at Budget Estimates about why Warren–Blackwood was again excluded — this time from five new refuges in the 2026–27 Budget.

A business plan has been completed. The cost is costed at $1–1.5 million per year. Community organisations have expressed willingness to operate it. The shires want it. The WA Police Union has written in formal support.

The minister's response was that Warren–Blackwood is "not missing out" because WA is a large state and women can drive to the nearest service.

The nearest refuge is in Busselton. That is a 200km drive from Manjimup. For a woman with no car, no money, and children, in the middle of a crisis.

"I want it named, funded and delivered. That means a line item — a location, a dollar figure and an opening date. That line item does not exist in this year's budget."
